If RAILWAY_TOKEN or RAILWAY_API_TOKEN is set, the CLI will use that token instead of prompting for login.

If users don't click into the /cli#tokens link, they'll assume that the two envs can be used interchangeably.

This PR just adds that additional detail inline here to prevent unnecessary research and fumbling.
